Located in Luxembourg, we are a service company that hosts Europe's single leading trading platform( e-CAT) for cross-border transmission capacity. On behalf of TSOs, we auction the available long and short-term transmission capacity rights on all internal EU borders.


On the 1st of October 2018, JAO became the Single Allocation Platform (SAP) for all European Transmission System Operators (TSOs) that operate in accordance to EU legislation, since it is able to implement and fulfill all regulatory obligations and requirements. We provide accounting (clearing and settlement), contracting, reporting and project support services.


About the job:


We're looking for a skilled Change Officer to support and drive the company’s change management activities and contribute to successful transformation across JAO.

Reporting to the Manager of Project and Change, this role will work closely with internal experts, the Projects Team, TSOs, and other stakeholders to assess impacts, coordinate change requests, and ensure smooth integration of change initiatives.

Strong communication, planning, and stakeholder management skills are essential, along with experience in change, demand, or project management within a dynamic environment.


Key activities in the position:


  • Develop and maintain a comprehensive change management framework and methodology to support ongoing and future changes in JAO;

  • Spread and maintain change management awareness across the organization;

  • Together with the relevant experts, assess the impact of requested changes on processes, systems and stakeholders;

  • Collaborate with the Projects Team to integrate change management activities into project plans, with the aim of monitoring possible impacts of changes on ongoing and upcoming projects;

  • Coordinate from request to delivery, primarily external change requests, according to the framework and methodology, while managing resources effectively and ensuring alignment through regular meetings and communication;

  • Close alignment with TSOs and other stakeholders on planned and ongoing changes;

  • Prepare regular reports for leadership on the progress and impact of change initiatives;

  • Define success metrics for change initiatives and establish mechanisms to measure progress;

  • From the start, you will help define change scope and objectives, involving all relevant stakeholders and ensuring technical feasibility;

  • Develop a detailed change plan to monitor and track progress;

  • Identify and keep track of risks and possible mitigation measures;

  • Create and maintain comprehensive change documentation;

  • In addition to the primary responsibilities, this role might assume temporary project management responsibilities as needed.


  • We are looking for someone with the following skills set:


  • Degree Education Level;

  • Certification in Change Management and/or Project Management (e.g., PMP, PRINCE2);

  • Minimum of 3 years’ experience in demand management, project management, or change management, ideally in the energy or utility sector;

  • Fluent in English;

  • Experience in stakeholder management, particularly with external partners;

  • Strong project management and/or change management skills, including the ability to develop and execute strategic plans;

  • Excellent communication and organizational skills;

  • Ability to prepare and manage realistic planning considering both internal and external resources;

  • Good team member as well as an autonomous member;

  • Flexible and adaptable, and used to work dealing in a multicultural environment;

  • Critical thinking to assess risks, challenges and opportunities;

  • Consensus-building, to align stakeholders on common goals;

  • Adaptability and flexibility to manage multiple priorities and work in a fast-paced environment;

  • Planning and organizational skills to manage multiple tasks and deadlines;

  • Collaborative mindset, with the ability to build strong relationships and work effectively across different departments.


  • We offer:


    ⦁   Salary paid on 13 months basis.

    ⦁   31 days holidays per year.

    ⦁   Up to 40% of home office for Luxembourgish residents, 25% maximum for non-residents.

    ⦁   150 Euros per month towards transportation (Bus/Train) or full reimbursement of parking tickets outside the office.

    ⦁   50 Euros per month towards sport.

    ⦁   18 Luncheon vouchers per month.
