Network & Outsourcing Manager

Goal


The Network & Outsourcing Manager owns end‑to‑end service performance and third‑party/outsourcing governance across claims, assistance, medical networks, IT, and other critical vendors. The role ensures an excellent member and broker experience, robust and enforceable SLAs, regulatory‑compliant outsourcing, information security alignment, and measurable value creation.

This role acts as the primary relationship owner for all service providers. Responsibilities span the full lifecycle: assessing Global Health’s needs, scanning and selecting partners, leading RFI/RFPs and negotiations, aligning with internal stakeholders (Legal, Compliance, Finance, Operations, IT, Data Protection), contracting and onboarding, ongoing operational management, performance improvement, risk oversight, and exit planning. The role holds the Outsourcing responsibility for Global Health and serves as the central coordination point for all outsourced arrangements.

The role includes the supervision of a small team of 1–2 employees.


Responsibilities

Selection & Contract negotiation

  • Identify and evaluate partners in line with business needs, risk appetite, and outsourcing regulations.

  • Set up and maintain contractual arrangements in close alignment with Legal, Compliance, Data Protection, IT Security, Finance, and Operations.

  • Manage and monitor the life of each contract to proactively manage change needs, performance, cancellation and renewals.

Service Delivery & Performance monitoring

  • Manage proactively the relationship with outsourcing providers.

  • Lead regular Business Reviews with each provider: performance review, roadmap alignment, risk/issue tracking, and continuous improvement actions.

Change, Data & Reporting

  • Communicate, implement, and follow up with partners on company policies, procedures, and changes (e.g., operating model, product, process, or regulatory updates).

Stakeholder management

  • Act as the central communication bridge between partners and internal teams on contract related topics.

  • Align outsourcing needs and performance expectations with department heads and the Senior Management Team.

  • Provide training, playbooks, and documentation to internal teams on partner processes, SLAs, escalation paths, and reporting.

Governance, Risk, Compliance & Security (contracts, legal, registries, audit)

  • Own the responsibilities for all outsourcing activities, including internal and regulatory reporting.

  • Maintain and update the Outsourcing Register for all arrangements; ensure classification of critical/important functions.

  • Coordinate audits, regulatory inspections, and respond to findings with action plans and timely remediation


Profile

Experience & Knowledge

  • Proven experience in partnership/vendor management, ideally in insurance, assistance, medical networks, or claims operations.

  • Solid understanding of outsourcing governance, operational risk, information security, and data protection (GDPR).

  • Knowledge of European and/or Luxembourg outsourcing expectations is a strong advantage.

  • Ability to draft, negotiate, and manage complex service contracts with performance‑based models.

  • Experience running RFI/RFP processes, due diligence, and business cases.

Skills

  • Strong analytical and commercial acumen (performance analysis, cost/benefit, ROI).

  • Excellent stakeholder management across senior leadership and operational teams.

  • Negotiation & conflict resolution; able to hold vendors accountable while nurturing partnership value.

  • Clear communication and presentation skills in English; French/German/Spanish are advantageous.

  • Structured and systemic approach of the role.

Tools & Systems

  • Proficiency with Excel/Power BI (or equivalent) for performance dashboards and reporting.

  • Familiarity with vendor management systems and contract management tools.

  • Understanding of claims/assistance platforms and secure data exchange.

Languages

  • Fluency in English (written and spoken) is required.

  • French, German, or Spanish are considered strong advantages.

Education

  • Bachelor’s or Master’s degree in Business, Law, IT/Information Security, or a related field (or equivalent experience).
