JOB MISSION


The job holder’s mission is to steer Luxinnovation’s AI roadmap, translating business challenges into measurable-impact AI solutions. The job holder rethinks and simplifies processes — and, where relevant, redesigns them with ‘AI-native’ solutions — while ensuring GDPR compliance, alignment with EU AI Act principles, robust risk management and strong team adoption.


MAIN TASKS AND RESPONSIBILITIES


  • Identify business opportunities and translate objectives into precise AI use cases with value hypotheses, KPIs and clear success criteria

  • Review and redesign end-to-end processes where AI enables a performance step-change, favouring AI-native architectures and simplified user journeys

  • Align the AI roadmap with the priorities of the Deputy CEO and the agency’s national mission

  • Build and maintain the prioritised AI roadmap based on value, feasibility, risk and return on investment; arbitrate initiatives and manage dependencies

  • Frame projects with all directorates (Market Intelligence, Business Relationship, Innovation & Funding Support, Marketing and Communication, Finance, Admin, IT and HR); develop business cases and deployment plans

  • Develop high-value, concrete use cases such as:

    • Assistants that guide companies towards relevant support schemes;

    • Automation and enhancement of Market Intelligence analyses;

    • Structured extraction of public data; human-supervised assisted drafting;

  • Own the annual AI budget and ensure accurate forecasting and tracking

  • In partnership with business owners, drive agile execution from experimentation to industrialisation, managing backlog, resources, budget, quality and risks

  • Orchestrate internal teams (IT, compliance, risk management, GDPR) throughout projects to secure delivery and adherence

  • Coordinate partners and suppliers, negotiate agreements and ensure outcome-focused deliverables

  • Establish a responsible AI governance framework, including risk assessment, transparency, human oversight, data management and MLOps practices

  • With trained change managers, lead change management activities: communications, training, support, adoption measurement and rapid iterations based on user feedback

  • Set up sustainable impact indicators, including the energy performance of AI solutions and their contribution to service quality

  • Maintain active technology and market watch to update the roadmap and redesign processes where AI provides a net advantage


EDUCATIONAL LEVEL AND PROFESSIONAL EXPERIENCE REQUIRED

 

  • University degree at Master’s level, preferably in computer science, data/AI, engineering, information systems or business/management with a strong technology focus, or equivalent

  • Minimum professional experience required: 5 to 8 years in the relevant function, delivering digital and/or AI-enabled projects in a cross-functional environment; experience collaborating with business, IT, legal/compliance and vendors


SPECIFIC COMPETENCIES


  • Proven ability to translate business objectives into pragmatic AI solutions and design AI‑native processes

  • Mastery of agile methods, portfolio prioritisation and the development of business cases based on KPIs and quantified impacts

  • Knowledge of AI and data building blocks (LLM/NLP, RAG, classification/regression, fine‑tuning, MLOps, API integrations, cloud tools) with the ability to select fit‑for‑purpose architectures

  • Solid understanding of GDPR requirements and the principles of the forthcoming EU AI Act, and ability to embed them in the design and operation of solutions

  • Excellent facilitation, cross‑disciplinary communication, change management and user adoption skills

  • Strong assets (highly appreciated):

    • Demonstrated process redesign achievements using AI (before/after) showing measurable gains in quality, lead time, cost or satisfaction;

    • Experience in public‑sector innovation environments or in supporting companies and research organisations;

    • Knowledge of Luxinnovation programmes;

  • Certifications: PMP/PRINCE2/Scrum and/or data/AI (e.g., MLOps, Data Governance); familiarity with ISO 42001 standards

 

LANGUAGES

 

  • Proficiency in French and English (oral and written, minimum C1 level)

  • German and/or Luxembourgish language skills would be considered a strong asset

 

IT SKILLS

 

  • Perfect command of IT tools: MS Word, Excel, PowerPoint, Outlook and Adobe

  • Knowledge of web content management tools (CMS)

  • Strong knowledge of social media

  • Collaboration and agile tools (e.g., Teams, Jira)

  • Data/AI platforms and tooling (e.g., Azure/OpenAI, Vertex AI), version control (e.g., Git), prompt and evaluation tools
