Senior Oracle Middleware & Cloud Architect
Description of the Tasks
The tasks to be performed by this profile are:
Participate in the evolution of DG TAXUD's Oracle database and middleware Enterprise architecture:
Design infrastructure based on requirements from ISD's workplan or system owners/project managers
Participate in drafting/reviewing proposals for IT architecture governance and organizational evolution
Review, investigate, and recommend IT solutions
Support projects by contributing to the design of databases, RAC, Weblogic, SOA, and other Oracle products
Follow up on infrastructure projects to ensure compliance with approved design and planning
Ensure infrastructure requirements align with DG TAXUD and/or DIGIT standards
Identify ways to reduce costs in IT
Evaluate databases and middleware for discrepancies or vulnerabilities
Provide business architecture and systems processing guidance
Conduct research to improve operations and supervise Oracle-based infrastructures
Supervise analysis of technical problems and project test/release processes
Oversee Oracle database and middleware infrastructure evolution projects
Manage technical projects, enforce project delivery, and ensure adherence to procedures
Structure information for target audience, communicate activities, and produce/review documents
Provide suggestions for service or methodology improvements and escalate issues
Participate in meetings with DG TAXUD, contractors, Member States, and partners
The specified tasks are to be performed without direct hands-on control over the systems, as DG TAXUD's systems are managed by operational or software development contractors. The internal team, including this profile, has a supervisory role.
To deliver the service to expected standards, the consultant should have specialized experience in Oracle database and middleware technologies, processes, and projects within complex organizations with outsourced services.
Knowledge and Skills

Extensive experience with enterprise architecture best practices and goals, especially for the Database and middleware levels
Excellent leadership and conciliation skills
Very good knowledge of Oracle Database and middleware (such as SOA, Weblogic, USB, OEM)
Very good knowledge of Linux Red Hat and Windows OS
Ability to analyze and drive investigations efficiently and fast
Ability to give business and technical presentations
Promotion skills ("selling" the results of architectural approaches through presentations)
Modeling and graphical representations and abstractions
Ability to apply high-quality standards
Ability to cope with fast-changing technologies used in DG TAXUD Data centers
Very good communication skills with technical and non-technical audiences
Analysis and problem-solving skills
Capability to write clear and structured technical documents
Ability to participate in technical meetings and good communication skills

Capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in a team
Ability to participate in multilingual meetings
Ability to work in a multi-cultural environment, on multiple large projects
Excellent Team Player
Ability to understand, speak, and write in English (C1/C1); having good working knowledge of other European languages (French, German in the first place, C1/C1) will be an asset
High degree of discretion and integrity is required as the applications managed and maintained in DG TAXUD contain personal and confidential data
Specific Expertise
Following specific expertise is mandatory for the performance of tasks:
Very good knowledge of Oracle Database and middleware (such as SOA, Weblogic, USB, OEM)
Oracle Middleware & Integration (WebLogic, SOA Suite, Oracle Service Bus)
Cloud Infrastructure (with Oracle, AWS, Google, Microsoft)
Security, networking, and computing technologies (e.g., Role-based access control (RBAC), encryption, auditing)
Disaster Recovery planning and Business Continuity
Outsourced Activity Monitoring
ITIL framework and related processes
Project & Change Management
Stakeholder Communication
Enterprise Application Architecture
At least 5 years of specific expertise in various Oracle technologies
Certifications & Standards
Following certificates & standards are required for the performance of tasks:
ITIL 3 Expert; ITIL 4 Master as an asset
PRINCE2 or PM foundation: practitioner or more advanced would be an asset
COBIT 5 foundation
ISO/IEC 27001 lead auditor
Microsoft Azure or AWS training: a certification would be an asset
Cloud Architecture and Security training: a certification would be an asset
Oracle DB training; a certification would be an asset
Oracle Weblogic training; a certification would be an asset
