Project Manager- Policy driven IT projects in EU context
Description of the Tasks
Following tasks will be performed by the external service provider:
Overall coordination of the ESSPASS pre-implementation project: Coordinate the execution of an international project aimed at providing suggestions about the business and technical specifications of the ESSPASS solution, ensuring coherence across all work streams.
Planning and management of work streams: Structure, plan, and monitor multiple parallel work streams involving Member State representatives, Commission experts, and external stakeholders, ensuring timely delivery of agreed outputs.
Design, organisation, and moderation of workshops: Organise and facilitate workshops, working groups, and technical meetings to support Member States and experts in producing business, functional, and technical specifications.
Interface between business and technical perspectives: Act as a bridge between policy, business, and technical stakeholders, ensuring that business requirements are translated into coherent and implementable technical specifications.
Stakeholders coordination and alignment: Ensure continuous coordination and alignment among participating Member States, Commission services, and experts, managing dependencies and resolving misunderstandings or divergences.
Monitoring progress and managing risks: Track progress against agreed plans, identify risks and bottlenecks, propose mitigation measures, and escalate issues where necessary.
Documentation and consolidation of outputs: Consolidate contributions from different work streams into coherent, high-quality deliverables, including specifications, summaries, and decision documents.
Support to governance and decision-making: Prepare briefing materials, status reports, and decision points for project governance bodies, ensuring transparency and informed decision-making.
Requirements:
Proven project management experience managing complex, multi-stakeholder projects in an international or EU level context.
Strong coordination and facilitation skills to manage distributed teams and drive consensus.
Technical background in digital systems with understanding of IT systems, digital architectures, and software development concepts.
Business analysis and requirements management skills to structure, analyze, and document business and functional requirements.
Excellent communication and negotiation skills to interact with diverse stakeholders.
Analytical and problem-solving mindset to identify gaps, inconsistencies, and propose solutions.
Strong organizational skills to plan activities, manage timelines, and track deliverables.
Fluency in English with good redaction skills and experience in written reports preparation.
Capacity to give high-level presentations and apply high-quality standards.
Non-technical skills: capability of integration in an international/multicultural environment, team player, discretion, and integrity.
Experience with large-scale digital projects and knowledge of EU or international governance environments.
Digital identity, credentials, or trust services experience is an asset.
Specification and standards-oriented work experience.
Public sector and regulatory context understanding is an asset.
Experience working with diverse stakeholder profiles.
Familiarity with agile or hybrid delivery models is an asset.
SPECIFIC EXPERTISE
Experience with large-scale digital projects Proven experience in managing or coordinating large-scale or cross-border digital initiatives. 3 Knowledge of EU or international governance environments Familiarity with EU institutions, Member State coordination, or similar multi-country governance settings.
Digital identity, credentials, or trust services (asset) Experience or knowledge in areas such as digital identity, verifiable credentials, or trust frameworks.
Specification and standards-oriented work Experience contributing to or coordinating the development of business, functional, and technical specifications, standards, or frameworks.
Public sector and regulatory context (asset) Understanding of public sector constraints, legal frameworks, and policy-driven IT projects. Experience working with diverse stakeholder profiles Ability to effectively engage with technical experts, policy officers, and operational representatives.
Familiarity with agile or hybrid delivery models (asset) Experience applying structured yet flexible approaches suitable for exploratory and specification focused projects.
