ICT Contract & Procurement Operations Officer
Sword Technologies is providing highly qualified IT professionals in the domains of software and infrastructure. Our customers include organizations such as the European Commission, the European Parliament, various European Agencies across the continent as well as major industrial players in the pharmaceutical and banking sector.
We are looking for a Customer Relationship Manager to join the project team of a European Institution.
Your tasks will be:
• Process data in the appropriate EC IT databases and tools
• Overseeing the contract and invoices journey by various types of stakeholders, both internal and external to the service
• Ensuring control standards are adhered to and operations correctly executed in the area of procurement
• Resolving stakeholder complaints quickly and efficiently
• Identifying the services needed to ensure stakeholder satisfaction
• Creating and enforcing plans that help meet the needs of stakeholders
• Ensure the implementation of financial and procurement procedures and the EU Financial Regulation
• Reporting to relevant structures
• Management of contract workflows in the field of ICT, services and support.
• Contribution to the communication material for the different stakeholders
• Management of the Wiki of the Financial Team
• Evaluation of quality and efficiency of operations by definition and implementation of metrics; periodical follow-up of metrics; proposal of measures to improve quality and/or efficiency of operations
• Participate in working groups and progress meetings
• Provide support to the finance and contracts team and IT team in charge of DG EMPL’s Direct Management systems.

• Ability to work autonomously, managing own workload independently, providing status updates, liaising with other stakeholders and escalating issues as appropriate
• Knowledge of procurement, contract management and invoicing
• Strong interpersonal skills and ability to understand what each stakeholder requires

• Ability to prepare clear and well-structured documents, and presentations

SPECIFIC EXPERTISE
• Excellent communication and inter-personal skills
• Team player
• Expertise in finance and contracts. Experience in EC expenditure cycle and contract managment tools would be an asset
SERVICE DELIVERY
The services shall be performed on Commission premises at the location specified by the requesting centre.
The remote service provision (home-working) may be exceptionally agreed for tasks not requiring the presence onsite.
A laptop will be provided by the Commission.
