IT Project Manager- Requirement analysis and solution coordination
Project and delivery management:
Overall planning, coordination and monitoring of the project management module and related IT deliveries, including definition and maintenance of project plans, milestones, dependencies and assumptions, in line with DG EAC priorities and the applicable project management methodology (for example PM² / PM²-Agile).
Coordination of the work of several technical teams (for example development, testing, architecture, security, operations) to ensure coherent and timely delivery of releases and increments.
Management of scope, schedule and resources, including preparation of impact assessments and options in case of change of priorities, emerging risks or constraints.
Management of change requests, including registration, impact analysis (functional, technical, planning, budget), prioritisation and coordination of implementation and validation.
Coordination and review of acceptance testing (for example user acceptance testing, regression testing), including planning of test cycles, organisation of test resources and validation of results prior to production deployment.
Planning of deliveries, including release planning, alignment with other Information Systems in the portfolio and coordination of deployment windows with operations teams.
Stakeholder management and communication
Reporting of status of IT modules and related initiatives to stakeholders, including preparation of regular progress reports, RAG status, dashboards and presentations for steering committees, management and other governance bodies.
Interaction with business analysts, customers, users, project leaders, developers, architects, security officers and other stakeholders to ensure shared understanding of objectives, constraints, risks and decisions.
Participation in working groups, progress meetings and meetings with the users, including chairing or facilitating such meetings when required and ensuring follow-up of actions and decisions.
Representation of the project towards other Commission services involved in the Erasmus+ and ESC ecosystems, ensuring alignment of horizontal and cross-cutting initiatives (for example shared services, common components, DevSecOps practices).
Requirements, analysis and solution coordination
Steering and validation of the definition of business needs, ensuring that they are aligned with programme objectives (Erasmus+, ESC) and consistent with the existing Information Systems landscape.
Supervision and quality control of business requirements and specifications produced by business analysts and other contributors, including approval of key deliverables from a project perspective.
Use of prior experience in business analysis and/or solution architecture to challenge, refine and validate proposed solutions, designs and implementation approaches, ensuring feasibility, scalability, maintainability and alignment with architecture and security guidelines.
Change management, documentation and training
Assistance with preparation of guidelines and training material in cooperation with business stakeholders and support teams, to facilitate adoption of new or changed functionalities.
Contribution to and validation of project documentation (for example project charter, project handbook, risk and issue logs, decision logs, release notes), ensuring that it is complete, consistent and auditable.
Following specific expertise is mandatory for the performance of tasks:
At least five (5) years of specific professional expertise in the Information Technology domain in roles such as Project Manager, Business Analyst and/or Solution Architect, including:
Elicitation, documentation and validation of business requirements;
Modelling and oversight of business processes and complex workflows, in particular in domains such as grant management, programme management or comparable rule-based processing environments;
Coordination and review of user acceptance testing and management of change requests;
Coordination of work across several technical teams and stakeholders.
Proven experience with Information Systems involving complex workflows and rule-based processing, including cross-system integrations and data exchanges; experience with systems related to complex workflows in the EU programme context is considered a strong asset.
Experience in coordinating horizontal or cross-cutting IT initiatives across multiple products or modules (for example introduction of common services, APIs, shared components, DevSecOps practices or common data models), ensuring alignment with enterprise architecture, security and data protection requirements, is considered a strong asset.
