Business & Enterprise Architect -experience working in EU Institutions
Job Description
The external service provider will be responsible for the following tasks:
Coordinate with the team assigned to the task, under the responsibility of EU Officials, to provide input to the contractor(s) from an end-to-end point of view of the development cycle.
Work within the agile process and make decisions regarding priority, business value, and functionality for all work done by the agile development team.
Follow various activities across different projects and contractors requiring technical and project management skills, including understanding and complying with a review process, monitoring task status, coordinating internally, and gathering input from various units.
Support the Development Lifecycle of the project and possess an in-depth knowledge of project goals and objectives.
Validate requirements considering relevant data space stakeholders such as Simpl-Live projects, DSSC, IDSA, Gaia-X, and propose solutions by combining IT tools and business process improvements.
Participate in decision-making processes related to user stories scheduling into sprints, review deliverables and product functionalities after each sprint, and participate in live product demonstrations.
Evaluate and facilitate progress reporting, assist with internal and external communication, prioritize and resolve defects/bugs, and interact with various stakeholders including business analysts, customers, users, project leaders, and developers.
Supervise the implementation of the Simpl-Open technical architecture, analyze the integration and interoperability of different open-source software building blocks, and act as a technical interface between Simpl programme owners and external developers.
Assist during testing, analysis, technical documentation, deployment, evaluation, and reporting phases of the project.
Specific Expertise
Master’s degree combined with relevant IT professional experience of at least 10 years.
Multi-annual experience with large, enterprise-level multi-user Information Systems.
Multi-annual experience with large projects or programmes.
Multi-annual experience in Agile as well as agile toolbox (i.e., JIRA, Confluence, Big Picture, Gliffy, Balsamiq, etc.).
Excellent Knowledge of Application Management Lifecycle.
Good Knowledge of enterprise architecture frameworks such as TOGAF, COBIT, Zachman, and actual experience developing and building models based on such framework.
Experience working in EU Institutions.
Proven experience as a business analyst within the EU Institutions.
Good knowledge of cloud architecture frameworks, of Infrastructure as code, and of enterprise architecture frameworks.
Ability to combine many different skills and experiences to address and solve business, information, and technology-related opportunities and problems.
Extensive experience with enterprise architecture best practices and goals.
Excellent leadership, conciliation, and negotiation skills.
The ability to work in a proactive and independent manner, with a focus on priorities, communication, and decision-making capacities.
Non-Technical Expertise
Capability of integration in an international/multicultural environment, rapid self-starting capability, and experience in working in a team, ability to participate in multilingual meetings.
Ability to work in a multicultural environment, on multiple large projects.
Excellent team player, Ownership, and result-oriented mindset, with conciliation and negotiation skills.
Proven ability and experience to work within a team and a multi-stakeholder’s environment (with contractors/partner companies/clients).
The ability to work in a proactive and independent manner, with a focus on priorities, clear and transparent communication, and decision-making capacities.
Good communication skills.
Excellent command of the English language adaptable to audiences ranging from senior management to technology specialists.
High degree of discretion and integrity is required as the applications managed and maintained may contain personal and confidential data.

Scrum Product Owner (CSPO)
Certificate in Business Analysis is an asset
Project Management certification such as Project Management Professional (PMP), PMI, Prince2 Foundation, PM2
